The Programme also focuses on four cross-cutting aspects: good governance, digitalisation and innovations, environmental protection and gender equality. Where relevant and feasible, the Programme activities will strive to remedy the negative effects of the coronavirus pandemic.

The projects to be supported within the Programme will be selected through public calls and will be mainly implemented through the grant methodology. This allows grantees full ownership over the project realisation, while the implementing partner UNOPS monitors and extends technical support.
