The strategy for the development of the urban area of Zaječar and the municipalities of Boljevac, Knjaževac and Sokobanja covers the territory with significant tourist potential such as Stara Planina, Ozren, Rtanj, Sokobanja, Gamzigradska Banja, Nikoličevska Banja and Rgošte spa. There are also important cultural heritage sites on the territory, including Felix Romuliana and Timacum Minus sites, as well as the Archeological and Ethno Park in Ravna. Industrial potential is recognized in Zaječar, Boljevac and Knjaževac.
