The strategy for development of the urban area of ​​the city of Pirot and the municipalities of Babušnica, Bela Palanka and Dimitrovgrad deals with the territory positioned on the main infrastructure corridors, known for traditional woven carpet (Pirot carpet), cheese and rich culture, tradition and heritage. The greatest natural potential for development are Suva and Stara Mountain, but with the exception of the city of Pirot, the rest of the territory is less developed.

Upgrading educational facilities and developing a digital platform for schools in the Pirotski district to address demographic challenges. The project includes restoring and improving energy efficiency at Pirot Grammar School, making ergonomic improvements at high and primary schools in Bela Palanka, procuring specialised preschool furniture and learning tools for Dimitrovgrad school, and establishing open learning and recreational areas at Babušnica primary school. The initiative aims to enrich the learning environment and educational accessibility for over 2,000 students and teachers, benefiting nearly 3,000 community members and contributing to a sustainable response to depopulation and ageing.

Development of a feasibility study for creating a higher education institution, expected to boost the economy and youth employment in the area. The project includes youth research, public engagement with stakeholders, and training for 120 local teachers to strengthen educational capabilities. This initiative aims to explore the benefits of expanding higher education in Pirot, enhancing local economic development, and providing new opportunities for young people.
