Public call for applications for the development of territorial strategies

About the Call:

Objective: Better understanding and application of the instruments of the European Union territorial development in the context of Serbia and development of related strategies.

Total call budget: This public call does not imply the transfer of funds to selected beneficiaries, but technical support which will be provided through the activities of the EU PRO Plus Programme.

Who can participate: The right to participate in the Call for the development of territorial strategies have local self-governments (LSGs) in the territory of the programme with the status of a city, independently or in partnership with at least three local self-governments and the relevant regional development agency, in accordance with the criteria defined by the Public Call. Local self-governments can submit only one application, i.e. participate as partners in only one application. Only LSGs that have not previously developed this strategy can apply for technical assistance in the development of sustainable urban development strategies (SUD), while for the development of integrated territorial investment strategies (ITI) applicants must meet the condition of spatial continuity of the territory and establish partnerships with at least three LSGs, as well as with the territorially relevant Regional Development Agency (RDA).

Type of support: The programme will provide technical support in the development of SUD and ITI territorial strategies, including support in establishing governance arrangements for implementation, monitoring and evaluation of strategy implementation, support in developing capacities for application of territorial development instruments through training. The thematic focus of territorial strategies is based on the priority areas of intervention defined in the Strategy of Sustainable Urban Development of the Republic of Serbia until 2030 and the priority objectives of the European Union's cohesion policy.

SUD strategies regulate sustainable urban development and focus on defining sustainable solutions for brownfield sites and industrial zones, informal settlements, central urban zones, settlements with a concentration of social problems, settlements exposed to environmental and climate change issues and cultural heritage.

ITI strategies imply spatial continuity with special territorial characteristics, compliance with applicable territorial policies and sources of EU funds of importance for financing integrated projects in wider geographical areas.

Municipalities involved in the implementation of the program: 99 local self-governments from the region of Šumadija and Western Serbia and Southern and Eastern Serbia

Beneficiaries: Applicants who have been granted technical assistance are direct beneficiaries while the co-beneficiaries are partner LSGs and RDAs.
